これまで多くのリスク専門家は、安全であることを伝えるのに、技術的解決の成果ばかりを強調してきた。より事故の起こりにくい製品の開発や、より安全な技術の開発がこれに当たる。もちろん、これらのことは、安全性の向上のために常に努力されていなければならないことである。しかし、リスク・コミュニケーションにおいては、技術的解決についての情報だけでは十分ではない。
一般の人々は技術的解決についてだけではなく、リスク管理はどうなっているのか、そのことについても同時に知りたいと考えているはずである。こうした情報の具体的な内容として、誰が管理してるのか、誰が責任を持っているのかということがあげられる。虎の檻のたとえでいうならば、虎の檻を誰が管理しているのか、その管理は信用できるのか、ということである。また、事故を防ぐどのような対策がとられているのか、事故が起こったときにはどういう対応が行われるかなども必要な情報といえるだろう。

人々が管理的解決についての情報を求めているのに、技術的解決についての情報ばかりを伝えるのは人々の情報ニーズに応えていないばかりか、情報としても冗長である。同じ種類の情報ばかりを伝えていても、人々のリスク認知が低くなるわけではない。

コンピュータ・セキュリティの世界では1990年代末を中心に「隠すセキュリティ」から「公開するセキュリティ」へと劇的に変化する。インシデントを公開することで解決プロセスの透明性をあげ、その結果として問題の回避または解決が早まる。ゆえにインシデント・レスポンスが非常に重要になってくる。

そういうのが当たり前になってる人間から見れば、今回の原発事故のインシデント・レスポンスはとても悪いと言わざるを得ない。ものすごく時代遅れな印象を拭えない。今回の事故を教訓に、そう言った点もぜひ改善していただきたいところである。
